"During this period Auxiliarist SYKES was assigned by the Director of Auxiliary to serve as the principle assistant for communications in facilitating a review of ANSC Form 7004, Radio Facility Inspection and Offer for Use Form.  Demonstrating exceptional managerial skill, Auxiliarist SYKES developed a logical form to augment the existing ANSC 7004, which helped eliminate the possibility of radio duplication.  He then took the initiative to contact the National Auxiliary Staff regarding his new form and after some research, the staff decided to modify National policy to follow this new design with each individual radio operator being contacted to explain the change.  Auxiliarist SYKES then implemented a systematic program of review for over 40 forms designed to determine if the radio being offered was authorized under the new rules.  With superb insight, he saw the need for communicating with local, State, and Federal agencies in spearheading the TAIT radio program throughout the district and spoke with all the appropriate prevention and response agencies while on and off the water.  Auxiliarist SYKES then contacted these agencies spanning a 13-state region and explained the program and its importance to all parties concerned, which resulted in him obtaining each agency’s appropriate UHF codes.  After his exhaustive efforts, he then programmed the area-specific UHF codes into each TAIT radio and distributed them throughout the district, which culminated in over 342 hours of volunteer time spent implementing all necessary changes to these programs."
