"In this position, Auxiliarist CRITELLI made the recommendation to authorize Coast Guard participation in the 2009 Iowa National Guard emergency services disaster relief exercise (Operation Vigilant Guard) and then served in the Joint Operations Center alongside representatives of the Iowa Army and Air National Guard, Iowa Homeland Security and Emergency Management, the Iowa Department of Natural Resources, as well as various other local agencies. He was the primary point of contact between Sector UMR and the leadership of the Iowa State Emergency Services. Through his hard work Auxiliarist CRITELLI defined and improved the relationship between the Coast Guard and the Iowa State Emergency response organizations. He was fully integrated into the group, earning Sector UMR a permanent seat in the Iowa National Guard J3 (Operations) Section. As an exercise planner Auxiliarist CRITELLI monitored operations and coordinated injects to test the five participation goals of the exercise. He strategically managed 10 other Auxiliary personnel at various state and local Emergency Operations Centers to improve proficiency and foster closer working relationships with emergency managers. As a result of this exercise, Auxiliarist CRITELLI identified several areas of improvement and made insightful recommendations to address those areas for the next Sector UMR flood response." |
